John Holland, a tier-one Australian infrastructure contractor, is a key delivery partner on two of Victoria’s largest and most complex transport programs: the Metro Tunnel Project (CYP – Cross Yarra Partnership) and the West Gate Tunnel (WGT).

These multi-billion-dollar programs involve the integration of major underground and above-ground infrastructure works in highly constrained urban environments, requiring a unique blend of technical delivery expertise, stakeholder alignment, and robust governance to meet critical milestones. 

Malcolm was appointed into the executive leadership teams of these major government programs to provide executive leadership and operational support across both programs during pivotal delivery phases.

By the mid-delivery phase, both the Metro Tunnel and West Gate Tunnel programs were encountering systemic challenges:
